In an effort to ease complaints by the U.S. and Europe about a heavy influx of low priced Chinese goods, China will raise export tariffs on 74 categories of textile products in June. This follows plans from the U.S. to impose quotas on Chinese textiles and clothing.

Products likely to see an increase from the Chinese move include synthetic fiber shirts, trousers, knit shirts and blouses, cotton shirts, and combined cotton yarn. Last week, similar restrictions were imposed by the U.S. on cotton trousers, knit shirts, and underwear. Currently, a 2.5 cent charge per item is imposed; the new tariff will raise this to the equivalent of 12 cents per piece now. While this is a fourfold increase, it is not expected to affect consumer prices. Because of this, some doubt the tariff will have any effect on correcting the trade imbalance.

This move is in response to U.S. trade quotas imposed due to concerns that increased Chinese goods would put U.S. textile manufacturers out of business. According to Auggie Tantillo, executive director of the American Manufacturing Trade Action Coalition, a textile industry group in the U.S., the move will preserve 10,000 U.S. jobs. The new U.S. trade quota will limit the growth of Chinese textile imports to 7.5 percent compared with shipments over the past year.

Prior to January 1, a global quota system helped regulate the trade. With the quota system gone, fears have arisen that a flood of Chinese goods could undercut U.S. competitiveness in the market. China is able to market its goods cheaply due to an artificially weak yuan. The U.S. Treasury criticized the China yuan policy as “highly distortionary”, posing a major risk to China’s economy itself and to global economic growth. They challenged China to revalue its currency to bring it to a level they believe will allow fairer competition between global manufacturers.

China has disputed the charges of the U.S. Treasury. Chinese Commerce Minister Bo Xilai said, “I believe they are not reasonable”.

Laura Jones, a representative of large retailers, also criticized the move, saying “These restrictions on imports from China will do absolutely nothing to help the U.S. textile industry — and the government knows it.”

China has seen a boom in economic growth in recent years due to growing trade surpluses with the West, but economists worry that the trade gap will cause longer term global economic problems. China’s textile and apparel exports are the most noteworthy example, with exports up over 1,000 percent in some categories this year and the rapid loss of marketshare and jobs by U.S. textile manufacturers.

Beginning in 1978, the Chinese economy has been transforming from a Soviet-style centrally planned economy to more of a free market style system, under the rigid political control of Communist Party of China.

To this end, the government has leveraged foreign trade to stimulate economic growth. The result has been a fourfold increase in GDP, making China the sixth largest economy in the world. By 2012 the People’s Republic of China may have the highest GDP in the world.

According to U.S. statistics, from 1999 to 2004 China’s trade surplus with the U.S. doubled to $170 billion. Wal-Mart is China’s seventh largest export partner, just ahead of the United Kingdom.

However, the gains from their “socialist market economy” have not been without problems. The Chinese leadership has often experienced the worst results of socialism and capitalism: bureaucracy, lassitude, corruption, and inflation. Inflation rates have been an on-going challenge, reaching as high as 17% in 1995.

Environmental deterioration is a longer-term threat to economic growth. In 1998, the World Health Organization reported that China had seven of the 10 most-polluted cities on Earth. Another concern among some economists is that China’s economy is over-heating, and due to its global economic expansion this could have major repercussions among other nations.

Typically, wages have been low and working conditions poor, with workers living in restrictive dormitories and working at boring factory jobs. However, recent labor shortages have started improving conditions, and raising the minimum wage towards the equivalent of 100-150 US dollars per month. The labor shortages are in part a result of a demographic trend caused by strict family planning.

Libertarianz party president, Craig Milmine, and the party leader, Bernard Darnton, spoke exclusively to Wikinews journalist Gabriel Pollard about the political philosophy, libertarianism in New Zealand. This article follows on from interviews with republican, Lewis Holden; and monarchist, Noel Cox.

The idea of libertarianism is where consent is required for all actions between people, and that these interactions are voluntary. Over four million people will be given freedom to run their own lives as Mr Milmine said. He says the Government doesn’t follow this generally accepted principle. “They take money without consent, order us around, and tell us what we can and cannot put in our bodies.” Their party website states, “We will put paid to bloated government bureaucracy and its authoritarian inclinations.”

Mr Darnton said that one of the biggest jobs of Libertarianz is to show New Zealanders how their lives could be better. “Most parties complain when others steal their policies. We just smile and get on with the next thing.” Libertarianz is, as Mr Milmine says, “principled opposition to the idea of a large nanny-state government in New Zealand.

“A burglar stealing your TV is in the wrong because they are taking without permission. The government steals a proportion of your wealth every year, the fact that they allow a minor amount of input from you into how they are going to distribute the stolen loot does not change the fact that they stole it in the first place.”

Mr Darnton also describes the current system of governance as a game. “What’s right or wrong doesn’t really matter as long as the red team or the blue team or whoever is scoring more points. I think that’s a terrible way to approach government.”

The reason this political philosophy, underpinned by objectivism, isn’t well accepted in the New Zealand culture is because New Zealanders are generally wary of major change, vote for the party they always have, and vote for the party they think will win, not the one they want to win, Mr Darton believes. “These sorts of behaviour reinforce the big parties, even though neither have much to offer,” Mr Darton said, “What Libertarianz is proposing is something quite different to anything any other party is putting forward.” Mr Milmine sees New Zealanders accepting libertarianism because, “Slowly people see that the government doesn’t solve their problems, it caused them in the first place.” And when this is followed by a significant minority, Mr Milmine says, the change will happen very quickly.

Although Mr Milmine does say that he cannot predict what will happen to New Zealand if it were to change to a libertarianism state, “because it is asking me to predict the interactions of over four million people when they are given freedom to run their own lives.”

As well as changing the system of Government, Libertarianz also propose New Zealand becoming a republic and removing the constitutional monarchy. Mr Darnton said, “The monarchy is so distant in New Zealand that I don’t think becoming a republic would make a big difference in many people’s lives.” Mr Milmine says, “A head of state has a valid role to play as a check on the power on the government, but it cannot perform this role if it is toothless.”

Although Mr Darnton believes that New Zealand will eventually become a republic, he is wary of making a push to it too quickly. He cites anti-prosperity and the governmental interference as issues that could make it into a written constitution and making it harder to shift later. While Mr Milmine says they would run into problems with people disagreeing with the Treaty of Waitangi if it were placed into a written constitution. But says a written constitution is needed, “There are examples of where [a written constitution] has worked and there are plenty of examples of the government ignoring the rights in our Bill of Rights because of the lack of a written constitution.”

And the final question asked to both Craig Milmine and Bernard Darnton was whether they were a Holden or a Ford fan. Mr Milmine said he preferred “Subaru – I prefer the rallies – they allow more freedom” while Mr Darnton bluntly said, “No, I’m not.”

Lately many of my customers have been asking me this question:

“Which program is better? Adsense or Yahoo Publisher?”

It sounds simple, but the answer is not. The reason being is that both programs work well, but both also have different places when considering whether or not to use them for a specific website.

Here’s why.

Adsense has been around for a while now, and at the moment has the lion’s share of the market in the PPC (Pay Per Click) game. But anyone who has been promoting them on their websites will tell you that the payouts have also gotten gradually smaller as time has gone on. Why? Well it’s easy, they are still the best game in town, so they aren’t worried about losing their publishers to another PPC.

But then came Yahoo Publisher. Which unless you’ve been living under a rock for the past ten years, you already know the name, and know how big that company is. And with the purchase of Overture, Yahoo is coming into the game well equipped and ready for a fight.

So, what’s the difference between the two?

Here is what I’ve been able to learn from my own websites. Yahoo, overall, is paying more per click then Adsense. But before you jump from this article and start changing your code, read on a bit more.

Yahoo Publisher seems to be paying more then Adsense on similar content, BUT… Their ads are not nearly as contextually targeted as Adsense. So this can present a problem for website owners. For example, if you have a website that it’s primary topic is ‘HOME MORTGAGES’, Adsense will display ads that only link to mortgage sites. But that’s not true with Yahoo Publisher. Yahoo Publisher might display some mortgage ads, but also might display a Payday Loan ad (BTW if you need a payday loan, check out this page http://www.thegiftedone.com ), Vonage ads (Vonage must pay them some big money, as they seem to be the default when the script doesn’t know what to do), or some other ad that does not relate to the content of your website.

How do you choose which program is right for your site? This depends on the site itself and the type of surfers that frequent it. If you have a site that is highly targeted for a certain keyword, then I would suggest you stay with Adsense. This will keep the ads focused and targeted to your customers, presenting them with content that they will click. If they came to read about cooking recipes, they probably won t click the Vonage ad. However, if your site is more of a surfer hangout, where people go when they are bored, or if your site covers a multitude of topics, then you might be better off loading it up with Yahoo Publisher ads. This type of surfer is more likely to click an ad that s off topic, which in turn would pay you better.

At this point what it comes down to is the click thru ratio. If monitored closely, you can determine what your surfers like and what they don t like. What they click and what they don t click. If one program is not performing well for you, then try the other.

I m sure that as time goes on, Yahoo Publisher will become more targeted, and surely will be more competitive. With Google s Adsense as an adversary they have quite a fight on their hands. My advice to you is this. If you have one website, then optimize your PPC links for YOUR website surfers. If you have many, optimize each site accordingly, but do take the time to test each program. Find out which one will pay you more. Whether you own a giant corporation with hundreds of websites, or a home based business branching out to the internet, the bottom line is always the bottom line. Which comes down to the paycheck. A simple test might lead you to more money, which is always the goal.

On Sunday, the Bryan brothers announced their retirement from the United States’ Davis Cup team. Twins Bob and Mike Bryan have participated in the tennis tournament representing the US for almost fourteen years.

Mike and Bob Bryan hold the record of winning sixteen grand slam titles together. The 38-year-old duo made the announcement via Instagram with Bob saying, “Mike and I want to formally announce our decision to step down from our role as active members of the U.S. Davis Cup team”. They won the Davis Cup for the USA in 2007 calling it “one of the greatest highlights” of their career and first represented the country in 2003.

The duo defeated their compatriot Brian Baker and his Croatian partner Nikola Mekti? 6–3, 7–6 in the Australian Open’s Round of 16 today. They have won six Australian Open together. They have won an Olympics gold medal in London in 2012 and one bronze medal in Beijing in 2008. In mixed-doubles, Bob betters the two winning seven Grand Slams as compared to Mike’s four.

The United States is to play against Switzerland in the upcoming Davis Cup tournament next month.

Labour Party candidate Lindsay Roy defeated the Scottish Nationalist candidate by 6,737 votes, to win the UK parliamentary seat for Glenrothes in Scotland. Opinion polls had predicted a close race, but personal campaigning by Prime Minister Gordon Brown, and a high turnout of 52% in Thursday’s vote, secured a high margin for the UK’s governing party.

At 0719 UTC (6.19 on Friday evening local time) a magnitude 6.4 earthquake struck 120 kilometres (75 miles) north east of the South Pacific island of Espiritu Santo, Vanuatu.It was followed by several less powerful aftershocks. Reports from the US geological service placed the focus of the quakes at a depth of 35 km.Press reports say that no tsunami warnings were issued.

Vanuatu experienced a similar earthquake on Wednesday, near the island of Efate. That event had a magnitude of 6.3.

American car manufacturer General Motors has lost 2.5 billion US dollars in its third quarter of 2008. The hemorrhage of cash has prompted GM to suspend talks of a “strategic acquisition” that some business analysts say may be referring to a possible buyout of Chrysler. Revenue has fallen nearly 5.8 billion dollars, greatly due to the recent global economic crisis which has caused consumers to sharply cut back on spending. The report indicates that GM could go bankrupt in 2009 without government assistance.

A former accountant for Oral Roberts University (ORU) has filed a lawsuit against ORU and its Board of Regents claiming he was told by Richard Roberts and his wife Lindsay to “cook the books”, hiding financial wrongdoing from authorities and the public. Trent Huddleston, the accountant, has filed suit against the school and the Robertses claiming he “was improperly and unlawfully directed to perform functions and duties in violation of state and federal law in an effort by the defendants to ‘cook the books’ and hide from the appropriate authorities and the public the continued wrongdoing, improper and illegal conduct of the defendants, and in particular, of Richard and Lindsay Roberts.”

Huddleston said that nearly $123,000 in remodeling fees for their home was paid by Oral Roberts University and Oral Roberts Ministries. In addition the lawsuit alleges $4,000 was spent on a pool table for the Robertses. Previously the Roberts were accused of illegal political and financial wrongdoing, which forced the president to step down from his positison.

Last week at a meeting called by Oral Roberts, founder of the University and former faith healer, a majority of the faculty voted against allowing Richard to serve as president.

An ORU spokesman declined to comment on latest lawsuit and the faculty meeting.

In other news, Tulsa World released emails between Richard and his political adviser and sister-in-law, Stephanie Cantees. The emails given by an anonymous source, show the two plan to gain political influence using ORU students.
